The foundation aims to “provide grants to nonprofit organizations supporting the care, maintenance, support, education and recreations for underprivileged, handicapped, orphaned and/or deserving children in Philadelphia.” It funds local efforts for human services.

The Paula Steinebach Trust has specific funding preferences and only supports children in need in the founder’s home community. The trust also has specific religious preferences with its funding. For example, the funder ensures that 50 percent of grants go to organizations that care for children of at least one Jewish parent. It ensures that the other 50 percent of grants go to groups that care for children of at least one Gentile parent.
